A panel of experts will examine the role of the United States Sentencing Guidelines fourteen years after United States v. Booker, 543 U.S. 220 (2005). The panel will also explore the implications of the recently-enacted FIRST STEP Act, including its legislative and public policy purpose and practice procedures, and review best practices for representing defendants in sentencing hearings in the EDVA.
